Two things sit under this heading. The first is placement: full-time safety managers and safety coordinators assigned to your project for the duration the work needs, reporting the way your contract requires. The second is consulting proper — independent safety inspections and audits, carried out by someone who does not report to the party being inspected, which is the whole point of the word independent.
Duration is whatever the job needs, from a single phase to the life of the contract.

Two notes on terminology, because both get conflated and a procurement officer will notice. SST is the New York City Local Law 196 Site Safety Training card; it is a separate credential from a Department of Buildings licensed Site Safety Manager, and we do not describe it as one. And where we say safety manager or safety coordinator we mean the industry roles. Our personnel are not DOB licensed Site Safety Managers or Site Safety Coordinators; their depth is in transit work, on MTA projects. If your scope requires the licensed titles, say so up front and we will tell you plainly that this is not the right call for us, rather than put someone forward who does not hold them.
